During the Vietnam War, the US military used herbicides such as Orange Agent to clean trees and plants. Due to the toxicity and inherent danger of herbicides, the Orange Law was adopted in 1991, which assumes that certain diseases are related to on-farm exposure to herbicides (including Agent Orange). For more than 20 years after Agent Orange Law, VA has divided Vietnam's disabled veterans into 2 distinct groups:

Those who set foot in Vietnam or served in inland waterway patrol boats (also known as "Brown Water") and those who served on ships off the coast of Vietnam (also known as "Blue Water" veterans).

Veterans in Brown Water Vietnam have enjoyed an easier path to disability benefits for certain people with disabilities. Specifically, VA's policy was to award compensation to any Vietnam veteran who could prove the following:

Internal service in Vietnam between 9 January 1962 and 7 May 1975 and diagnosis of one or more of the 14 specific medical conditions.

Federal Navy Veterans Act Blue Water
On June 25, 2019, the President passed the Blue Water Navy Vietnam Veterans Act of 2019. It came into force on January 1, 2020. This law facilitated Navy Water Blouses veterans and their families receive disability benefits. In addition, he offered the same assumptions to veterans who served in or near the Korean Demilitarized Zone (DMZ) from 1 September 1967 to 31 August 1971.

  • Did you serve on a Navy ship in the high seas of Vietnam between January 9, 1962 and May 7, 1975?
  • While on board, did the ship reach 12 nautical miles off the Vietnamese coast?
  • Do you have any of the 14 disabilities that VA assumes are related to herbicide exposure?
